New York and New Jersey encourage strikes + Oil going up?

New York and New Jersey encourage strikes – how else can you explain:
  • A new law in New Jersey allowing strikers to claim unemployment insurance in only 4 weeks
  • A bill that hasn't yet been signed by the Governor – but passed by the NY Senate – to allow striking workers to get unemployment benefits after only one week?
After a rapid-price fall driven by higher stockpiles, oil may be rising to reflect:
  • Production hasn’t grown to previous highs
  • Demand from refiners has been down – but should ramp up in the summer driving season
