Waterway delays are becoming a more serious issue. Even with barge transportation volume (excluding coal) falling 1% a year over the last 13 years, the delays at locks have increased to nearly 2.5 hours. It used to be less than an hour. Maybe the delays are driving the decline in volume. More must be done to ensure the viability of the barge option.
